The European Union announced sanctions against Russian military personnel, hackers, and private companies on Monday in response to what officials characterized as an extended cyber-espionage operation targeting the bloc. The European Council stated that those sanctioned contribute to Russian efforts to destabilize the EU, its member states, and international partners. The campaign has affected at least nine nations, including France, Germany, Poland, Cyprus, the Netherlands, Austria, Slovakia, Romania, and Finland.
The identities of the specific individuals and entities targeted by the sanctions were not disclosed in the official statement. Germany’s Federal Foreign Office summoned Russia’s ambassador to protest what the ministry described as unacceptable cyberattacks, pledging that the incidents would be addressed through decisive action. A spokeswoman for the German Foreign Ministry confirmed the diplomatic summons occurred in connection with the hostile cyber operations.
The sanctions announcement coincided with preparations for a meeting in Paris to address Ukraine’s military needs. Western leaders were preparing to secure commitments for additional air defense systems for Ukraine, which has faced intensified Russian drone and missile attacks in recent weeks. Ukrainian forces have struggled to counter ballistic missiles and have requested enhanced support from allied nations to replenish depleted ammunition supplies.
Ukrainian President Volodymyr Zelenskyy was expected to meet with approximately 25 state leaders at the Paris summit as part of a push to formalize security agreements. Discussions were scheduled to include the Freyja project, an initiative aimed at developing a European alternative to the US Patriot air defense system. Zelenskyy called for increased pressure on Russia, including additional sanctions and new military support packages.
Russian officials rejected the Paris meeting, with Kremlin spokesman Dmitry Peskov characterizing the gathering as a “coalition of warmongers” opposed to peace efforts. He indicated Russia would monitor the proceedings closely, describing the participants as countries undertaking hostile actions against Russia.
