Ofcom announced it cannot pursue additional legal action against a pro-suicide discussion forum that campaigners say has been associated with more than 130 deaths in the United Kingdom. The forum implemented a geographic restriction, commonly known as a geoblock, which prevents UK residents from accessing the site. The regulator said it was working with the government to examine whether its enforcement capabilities should be expanded, particularly regarding its ability to obtain website blocking orders through the courts that would require internet service providers to restrict access to the site.
In May, Ofcom had issued a £950,000 fine to the forum, citing non-compliance with the Online Safety Act regarding protection of UK residents from illegal content. The organization was given until 12 June to pay the fine, which Ofcom indicated has not been paid. The forum was the first service investigated by the regulator under the UK’s online safety legislation.
Campaign groups and charities responded with criticism. Andy Burrows of the Molly Rose Foundation said the decision would result in additional deaths and questioned the regulator’s resolve. Sarah Ruane of the Samaritans expressed disappointment and raised concerns about whether the Online Safety Act is adequately designed to address the most harmful websites.
