Solar and battery storage technologies represent the most cost-competitive and fastest-to-build options for new electricity generation in the current market. As electricity demand continues to rise across the nation, these technologies are positioned to play a significant role in meeting future power needs. However, recent regulatory changes have created obstacles that are slowing project development at a critical time for grid expansion.

One year ago this week, the Department of the Interior issued a memo requiring additional review steps for solar projects on federal lands or using federal rights-of-way, subjecting them to multi-stage approval processes at the Secretary level. This change has extended project timelines precisely when the nation requires rapid capacity additions to meet surging electricity demand. The Solar Energy Industries Association estimates that current permitting constraints place over 450 projects in jeopardy, representing more than one-third of all planned new power generation capacity in the United States.

The economic implications are substantial. Research from the Corporate Energy Buyers Association and NERA indicates that restrictions on solar and wind development could increase household energy bills by $81.2 billion over the next seven years, with commercial and industrial consumers facing an additional $40 billion in costs during the same period. Analysis by Wood Mackenzie suggests the permitting slowdown is placing approximately $121 billion in planned American investment at risk, with cascading effects on employment, local tax revenues, and regional economic development.

Beyond consumer costs, the delays create concerns for grid stability. As data centers, manufacturing facilities, and other infrastructure projects expand while extreme weather events become more frequent, the electricity system faces mounting pressure. Slowing the deployment of solar and storage capacity—resources capable of responding quickly to demand—could compromise system reliability during peak demand periods.

Stakeholders are calling for Congress to enact comprehensive, technology-neutral permitting reform that establishes faster and more predictable approval processes for energy infrastructure projects. Such reforms could address affordability concerns, enhance grid stability, and restore investor confidence in renewable energy projects across American communities.
