Solar energy has emerged as the most cost-competitive source of new electricity generation in the United States and can be deployed rapidly to support grid operations during peak demand periods. As national electricity consumption continues to increase, solar and battery storage technologies are positioned to address expanding energy requirements. However, recent regulatory changes have introduced delays that threaten project timelines and energy infrastructure development.

Approximately one year ago this week, the Department of the Interior implemented new permitting procedures affecting solar projects on federal lands or requiring federal rights-of-way. These projects now require multi-step approval processes at the Secretary level, resulting in extended development timelines. According to the Solar Energy Industries Association, these permitting obstacles have placed over 450 projects at risk, representing more than 36 percent of planned U.S. power generation capacity.

Economic analyses suggest these delays carry substantial costs. Research from the Corporate Energy Buyers Association and NERA estimates that constraints on solar and wind development could increase household electricity bills by $81.2 billion over seven years, with commercial and industrial customers facing an additional $40 billion in expenses. Investment uncertainty from permitting delays poses additional risks, with approximately $121 billion in planned solar and storage industry investments at potential risk, according to Wood Mackenzie.

Grid reliability concerns have intensified as electricity demand reaches record levels. New data centers, manufacturing facilities, and increasingly severe weather patterns are straining the electrical system, making expedited deployment of reliable generation sources critical. Permitting delays reduce the availability of solar and storage resources when they are most needed.

Policymakers are being urged to enact bipartisan permitting reform that establishes faster, more predictable processes for energy infrastructure development. Streamlined permitting could lower electricity costs, enhance grid stability, protect planned investments, and improve domestic energy security while maintaining technological neutrality across energy sources.
