The total number of children under 16 in England is projected to decline by 6% over the coming decade. Approximately 800 primary schools are expected to close by 2029-30 according to available projections.

London has experienced particularly acute declines, accounting for nine of the ten local authorities with the largest drops in primary pupil numbers. Rural and coastal regions including Lincolnshire are similarly affected. The National Audit Office has previously noted the government lacks a comprehensive strategy for managing these demographic shifts. The pilot outcomes will inform additional Department for Education proposals scheduled for release later this year.
