Vape packaging and flavouring face restrictions under UK plans to reduce appeal to children

The UK Department of Health and Social Care has unveiled proposals aimed at making vaping less attractive to young people through packaging and marketing restrictions. The measures would require plain packaging for vapes, limit device colors to white, black, or grey, and mandate that vapes be kept out of sight in retail settings. Additionally, the plans include restrictions on flavoring descriptions, allowing straightforward names such as “apple” while prohibiting names associated with sweets, desserts, and alcohol.

Health Secretary James Murray stated that the government was launching a 12-week consultation period to gather input on “our plans to make vaping less attractive for children and young people.” He emphasized concerns about the colorful packaging and marketing language that may appeal to minors, noting the government’s goal to prevent children and young people from beginning vaping.

Recent polling indicates that nearly one in five 11-17-year-olds in Britain have experimented with vaping, according to data from the charity Action on Smoking and Health. The proposals have received backing from medical professionals and public health advocates. Prof Steve Turner, president of the Royal College of Paediatrics and Child Health, stated that strong regulation is necessary to protect children from nicotine addiction harms. The consultation similarly proposes extending plain packaging requirements to all tobacco products and removing exemptions that currently allow duty-free shops and airports to display tobacco products.

Research referenced in the proposals examined consumer responses to plain packaging. A study published in the Lancet Regional Health Europe found that when children and young people were shown standardized vape packs, interest from peers dropped to 38% compared to 53% interest in standard packaging with usual flavoring descriptions. Adult interest remained unchanged regardless of packaging style. The Department of Health noted that standardized cigarette packaging, implemented in 2017, provided a model for the proposed vape regulations.
