At least one patient reported abandoning attempts to use the system, choosing instead to hang up rather than continue trying to book an appointment.

Healthwatch gathered feedback after consulting with organizations representing older people and veterans’ communities. Respondents indicated they faced navigation difficulties with the system. Some individuals became so frustrated with the experience that they stopped using telephone-based booking entirely and instead traveled to their GP surgery in person to access services. The watchdog highlighted particular concerns for populations less comfortable with digital technology or individuals with disabilities, noting that GP practices retain legal obligations to provide reasonable accommodations for patients requiring them.

QuantumLoopAI, the company operating the Emma system, stated that the technology was developed to recognize multiple dialects and supports 17 languages alongside English. The company’s representative emphasized that the system does not make clinical decisions and allows callers to speak with human staff members at any point during the interaction. The company maintains that Emma is intended to enhance access by providing immediate call responses and eliminating telephone queue wait times.
