The U.S. Department of Energy’s Energy Technology Innovation Partnership Project (ETIPP) is opening applications for communities interested in improving their energy systems with technical support and funding. The program, managed by the National Laboratory of the Rockies and funded by DOE’s Office of Critical Minerals and Energy Innovation, currently supports more than 90 active projects across 81 communities nationwide. The application period runs through November 18, 2026.
ETIPP serves coastal, remote, and island communities that face energy challenges such as aging infrastructure and severe weather conditions. The program connects participating communities with regional partner organizations and national laboratories that provide strategic energy analysis, planning support, and technical expertise. Regional partners contribute specialized knowledge in areas including community engagement, energy education, workforce development, and regional funding opportunities.
The program offers two distinct participation tracks tailored to communities at different stages of energy project development. The strategic energy planning track supports early-stage initiatives over four to eight months, culminating in a comprehensive energy plan that includes assessments, baseline data, individualized goals, and actionable implementation strategies. The technical deep-dive track, lasting 12 to 24 months, assists communities with existing plans or well-defined projects by providing detailed technical analyses and data on specific energy solutions.
Participating communities can access funding up to $20,000 for the planning track and up to $50,000 for the deep-dive track to support implementation efforts. ETIPP also provides communities with specialized tools and resources developed by national laboratories, including energy assessment models, feasibility analyses, best practice guides, and technical documentation. Additionally, the program maintains a knowledge-sharing network that makes resources and guidance documents available to both ETIPP participants and the broader community.
Eligible communities must contact their regional ETIPP partner before submitting applications to verify eligibility and learn more about program participation options.
