Federal authorities announced the arrest of a 35-year-old Albany woman on terrorism charges following an undercover operation targeting an alleged plot to attack the New York State Capitol building.
According to law enforcement, Jessica Bowie had been under surveillance for more than a month after FBI counterterrorism agents identified online accounts linked to her expressing support for terrorism beginning around May. Agents said they became aware around July 16 that Bowie intended to carry out an attack on the Capitol. During the investigation, authorities alleged she requested instruction on building explosive devices, made multiple visits to Capitol grounds to conduct reconnaissance, purchased bomb-making materials including nails for shrapnel, and sought to acquire firearms and ammunition.
FBI operatives working undercover provided Bowie with money for bomb ingredients and later handed her a firearm, ammunition, and an inert explosive device along with instructions on their use, according to the criminal complaint. Agents arrested her as she was leaving that meeting with the weapons. Following her arrest, Bowie told FBI agents during questioning that she expected to face imprisonment, stating “There’s no helping me, you guys know enough,” according to an account in the complaint.
Law enforcement officials characterized the case as a serious threat. Craig L. Tremaroli, special agent in charge of the FBI’s Albany Field Office, stated that Bowie “did not just plan to kill lawmakers, she wanted a complete disruption of our government.” Authorities said she had specifically targeted state senators and considered the laws they passed offensive to Islam. The affidavit indicated she had also contemplated other potential targets and expressed willingness to carry out additional attacks. John Sarcone, first assistant U.S. attorney for the Northern District of New York, called the alleged plot “an attack on democracy itself.”
Governor Kathy Hochul’s office released a statement indicating the state had enhanced security measures at the Capitol and other state government facilities earlier in the year in response to rising national concerns about political violence and threats against officials. The office stated there is no immediate threat at the present time.
