The committee characterized these gifts as “beyond norms of professional behavior.” Despite Edwards’ denials of romantic intent, the committee said his behavior would “lead a reasonable observer to interpret it as such.”
Edwards, elected in 2022, withdrew from his reelection race two days after the committee recommended his censure. The investigation occurred amid broader scrutiny of lawmakers’ conduct toward female staffers, following resignations by Democratic Rep. Eric Swalwell and Republican Rep. Tony Gonzales, both of whom faced expulsion calls before stepping down.
