Countries like Malaysia, Indonesia, and Vietnam have opted for bilateral arrangements and independent semiconductor development rather than joining Pax Silica, while Thailand has launched its own Siam Silica framework. Policymakers face the challenge of ensuring industrial expansion and energy infrastructure development proceed in parallel, requiring investments in clean generation capacity, grid modernization, and sustainable resource management to avoid compromising national and regional climate goals.
