Schools and vendors engaged in regular data review meetings, monitored student attendance at tutoring sessions and tracked progress toward specified goals. Nevertheless, researchers could not definitively determine whether these improvements resulted from the financial incentives embedded in the contracts or from the extensive support districts received from the Center for Outcomes Based Contracting, which provided approximately $80,000 in coaching and technical assistance per participating district. The center is now testing lower-cost support models under $10,000 per district.

The study found no clear evidence that outcomes-based contracting reduced overall costs for districts. Some districts absorbed expenses when they failed to meet implementation responsibilities, while some vendors reported financial losses. The research also revealed unexpected benefits, as districts that developed data systems to monitor outcomes-based contract programs often applied these same systems to track other interventions. Researchers emphasized that outcomes-based contracting may prove valuable for helping districts understand intervention effectiveness in real time, though resource-constrained districts may face significant implementation challenges.
