The Information Commissioner’s Office executed search warrants at locations linked to five companies in London, Liverpool, Bolton, Burnley and Swansea on Wednesday, seizing laptops, mobile phones and documents as part of an intensified effort against nuisance marketing messages.
The action follows a surge in complaints related to the car finance mis-selling scandal, with the public submitting more than 12 million reports about unwanted promotional texts since September 2025. Claims management companies and other firms have been aggressively marketing their services to capture a portion of compensation payouts expected from the scandal, in which motorists were overcharged for vehicle loans through commission arrangements between lenders and dealers spanning from 2007 to 2024.
The Financial Conduct Authority announced a £7.5 billion compensation scheme in March to address the widespread overcharging, though the initiative has faced legal obstacles. A court ordered the regulator to suspend portions of the scheme pending a hearing scheduled for December or February. The FCA had projected initial average payments of £829 to affected individuals, but the suspension has delayed these distributions.
The companies targeted in this week’s raids are suspected of collectively transmitting 170 million text messages to members of the public between September 2025 and May this year. Investigators from the ICO, working alongside the Financial Conduct Authority, Advertising Standards Authority and Solicitors Regulation Authority, are pursuing enforcement action against firms engaged in misleading practices. Since January 2024, more than 1,200 deceptive advertisements have been removed or corrected, and some businesses have faced orders to reduce fees or permit consumers to exit contracts without penalty.
The FCA has reiterated that consumers do not require intermediary services, as individuals can lodge complaints directly and without cost using a template letter available on its website. The regulator launched a nationwide promotional campaign this week to publicize the free complaint option, scheduled to run through 6 September across television, radio, print media, outdoor advertising and digital platforms.
