The company also identified instances where its models were leveraged for cybercriminal operations, influence campaigns, surveillance systems targeting dissidents, and financial fraud schemes including fake dating applications and hotel WiFi scams.

Specific threat actors named in the report included the hacking group ShinyHunters, China-based laboratories, and a group whose activities aligned with Russia-based Midnight Blizzard. The latter group allegedly used AI to develop systems capable of automatically detecting when malware was identified by security defenses and rewriting code to evade detection. Additionally, Anthropic accused Chinese AI firms of attempting to replicate Claude’s capabilities.

The findings align with similar reports from other major AI companies. Google disclosed that someone attempted to use its Gemini tool to obtain technical instructions for synthesizing weaponized biological agents. Anthropic stated it had shared relevant intelligence with authorities and industry partners as appropriate and incorporated findings into processes to better prevent and disrupt future misuse.

The report emerged amid broader industry discussion about AI safety concerns. Earlier, an OpenAI chief scientist called for voluntary slowdowns in AI development pending improved safeguards, and US Senator Bernie Sanders introduced legislation proposing a temporary pause on advanced AI development and a ban on artificial superintelligence.
