Climate adaptation itself could become self-reinforcing when flood defences and resilient infrastructure demonstrably reduce losses, thereby lowering insurance costs and attracting further investment.

However, financial flows present substantial challenges, with roughly $7.3 trillion annually directed toward nature-degrading activities compared to approximately $220 billion for nature-based solutions, according to UN data cited in the analysis.
