Small modular reactors have long been promoted as a transformative clean energy solution, offering several potential advantages over conventional nuclear plants. These factory-manufactured units would be mass-produced to standardized specifications and deployed at various scales depending on site requirements, theoretically reducing upfront costs and construction timelines compared to traditional large-scale nuclear facilities. However, their development has faced significant obstacles including regulatory complexities, inadequate funding, and supply chain constraints. Despite expectations that costs would eventually become competitive with alternatives, current operational experience suggests SMRs remain economically uncompetitive with large-scale hydroelectric and offshore wind projects.

Currently, only Russia and China operate grid-connected SMR facilities, while major economies including the United States, United Kingdom, China, and Russia continue investing in development efforts. The U.S. has approved a single SMR design patent with commercial deployment anticipated for 2028. The IAEA’s projections show substantially increased confidence in SMR deployment compared to earlier assessments. Under the agency’s high growth scenario, SMRs could account for 28 percent of new nuclear capacity additions by 2060, compared to 24 percent in the previous high estimate. The low growth scenario projects 23 percent from SMRs versus only 5 percent previously.

Regional forecasts indicate particularly strong potential in North America, where approximately 60 percent of new nuclear capacity could derive from SMRs, with substantial growth also anticipated in South-Eastern Asia and Latin America and the Caribbean. In the United States, the Nuclear Regulatory Commission recently approved an accelerated construction plan for two SMRs at the Palisades Energy Center in Michigan, with combined projected output of 680 megawatts. SMR development is increasingly viewed as essential for meeting surging electricity demands from artificial intelligence data centers, which consume power equivalent to tens of thousands of homes, driving investment in scalable low-emissions generation sources.
