The report identifies actionable solutions, including reducing black carbon emissions—roughly a third of glacier melt is attributed to black carbon soot from sources such as brick kilns in the plains. Priority recommendations include strengthening glacier monitoring networks, improving disaster early-warning systems, enhancing disaster preparedness coordination, and reorienting tourism development toward sustainable local value creation. Experts emphasize that addressing these transnational challenges requires cross-border cooperation on monitoring, risk information sharing, and joint investment in resilience.
