East Suffolk and North Essex NHS Foundation Trust has suspended or removed ten employees from active duty as investigations continue into a data breach involving the digital medical records of Noah Woods, a three-year-old whose death occurred earlier this month.
Dr Martin Mansfield, deputy chief medical officer at the trust, characterized any unauthorized access to patient data as “completely unacceptable” and launched an urgent inquiry into the matter. The trust issued an unreserved apology to Noah’s family and indicated that disciplinary measures would be implemented as warranted by the investigation’s findings. Immediate actions were taken to secure the records and prevent further inappropriate access, and the matter has been reported to the Information Commissioner’s Office.
The data breach emerged following a high-profile missing person case. Noah disappeared from a play area in Brantham, Suffolk, on 15 September, and his body was located the next day in a nearby pond by police divers. An inquest opened on Friday heard that the child had left the play area through a gap in the fence. At least 1,300 people participated in the search effort during the 24-hour period before he was found.
The incident comes as Sir Jim Mackey, chief executive of NHS England, has ordered all trusts to implement stronger measures against data breaches. He warned staff that unauthorized access to patient records will result in discovery, potential career loss, and possible criminal consequences.
Anna Turner, the trust’s deputy director of communications, noted that the breaches were identified through a proactive search undertaken because of the case’s high-profile nature. The trust has implemented measures to prevent further unlawful access and indicated it has made steps to restrict access to Noah’s specific record. The Information Commissioner’s Office stated it is conducting inquiries and expressed concern about a pattern of recent high-profile incidents involving unauthorized patient record access.
