The new rule will initially apply to CrossCountry, GWR, Avanti West Coast, and Chiltern Railways, which operate major intercity routes, alongside operators already in public ownership. Most remaining private train operators are scheduled to transition to public control next year under the Great British Railways framework, with certain open-access services remaining separate. East Midlands Railway will not be immediately included due to ongoing operational challenges, including widespread cancellations and seat shortages related to the introduction of Hitachi bi-mode trains.
