Ageing population: Stormont failing to plan, says commissioner

Northern Ireland faces substantial demographic changes in the coming years, with population projections indicating that the number of residents aged over 65 will surpass the number of children next year, according to a new report from the Commissioner for Older People Siobhan Casey.

While the overall population is expected to decline slightly over the next 25 years, the population aged over 65 is projected to increase by almost 45%. Casey characterized this shift as a positive outcome of improved life expectancy but noted it presents considerable challenges requiring coordinated long-term planning. The implications extend beyond healthcare and social care to encompass housing, public transport, and workplace policies.

A critical economic concern involves the dependency ratio, which measures how many children and retired individuals rely on the economic output of working-age citizens. Current figures show that for every 1,000 working-age people in Northern Ireland, there are 586 dependants. This figure is projected to rise to 614 per 1,000 by mid-2049. More significantly, the composition of this dependency is shifting substantially. The ratio for children is expected to decline from 316 to 248 per 1,000, while the ratio for pensioners is projected to rise from 269 to 366 per 1,000, representing approximately a 36% increase in the pensioner-to-worker ratio.

Casey criticized the current approach to these demographic changes as fragmented and insufficient. She noted that despite long-standing awareness of these trends, the government’s Programme for Government document contains only a single reference to an ageing population. She warned that Northern Ireland continues to “plan for a population from a previous era” and has yet to develop the comprehensive, coordinated strategy necessary to address the scale of demographic transformation ahead. Some aspects of this challenge, particularly those involving tax policy and pension funding, extend beyond the competence of Northern Ireland’s devolved government and require action at the national level.
