China’s Ministry of Foreign Affairs announced sanctions on Monday against two officials from countries maintaining formal relations with Taiwan. The measures targeted Paraguay’s Communications Minister Gustavo Villate and Belize’s Foreign Minister Francis Fonseca, effective immediately. The sanctions involved freezing their assets held in China and prohibiting them from obtaining visas to Hong Kong and Macau. Additionally, Chinese organizations and individuals were barred from conducting transactions or cooperative activities with the two ministers.
Chinese officials stated the sanctions were imposed in response to actions they characterized as damaging to China’s core interests. The Foreign Ministry cited opposition to Taiwan separatist activities and protection of national sovereignty as justification. Officials described the ministers as “anti-China politicians” driven by self-interest who had pressured their respective governments to maintain diplomatic relations with the self-governed island.
Paraguay and Belize are among 12 nations maintaining formal diplomatic ties with Taiwan. Recently, Paraguay’s communications minister marked Taiwan’s National Day with a social media statement reaffirming friendship and cooperation based on shared democratic values. Similarly, Belize’s embassy in Taiwan posted a message celebrating 37 years of diplomatic relations. Taiwan’s Foreign Minister had visited Belize last month to discuss deepening bilateral ties.
The timing of the sanctions followed Taiwan President William Lai Ching-te’s National Day speech, in which he emphasized the island’s commitment to peace while asserting its freedom. China’s Taiwan Affairs Office subsequently issued a statement criticizing the speech. Earlier this year, Chinese President Xi Jinping reiterated Beijing’s commitment to achieving what it describes as the “reunification” of Taiwan with mainland China. The United States, while lacking formal diplomatic ties with Taiwan, remains obligated by law to provide defense capabilities to the island.
