Covid vaccine compensation scheme set for overhaul after Inquiry criticism

The government announced plans to overhaul the financial support system for individuals harmed or bereaved by Covid vaccines, responding to recommendations issued in the fourth report from the UK Covid Inquiry’s chair, Baroness Hallett.

The Vaccine Damage Payment Scheme (VDPS) has received more than 24,000 Covid-related claims since its implementation, with just over 1% resulting in one-off tax-free awards of £120,000. The inquiry’s report identified deficiencies in the current structure, particularly noting that the requirement for applicants to demonstrate at least “60% disabled” status does not effectively serve those affected by Covid vaccines. The scheme was characterized as “not sufficiently supportive” and in need of urgent reform.

In response, the government stated its commitment to reviewing the scheme to ensure it functions as “fit for purpose and delivered effectively.” Ministers in England pledged to collaborate with other UK nations as well as individuals injured by the Covid vaccine and their families throughout the review process.

Vaccine Injured and Bereaved UK, a leading campaign organization representing those affected, acknowledged the government’s recognition that vaccine injury and bereavement are legitimate concerns and that the VDPS requires reform. However, the group expressed concern that the government’s language indicated a willingness to examine the issue further rather than commit to concrete action. The organization stressed the distinction between promising to review a matter and guaranteeing delivery of reforms, noting the absence of specific timelines or assurances regarding when meaningful changes would occur.

Separate reporting revealed that operating the VDPS has cost £83m since April 2022, with administration and medical assessment expenses exceeding double the £32m distributed to victims during that period. The government indicated it would work to ensure the scheme operates efficiently as reforms are considered.
