A comprehensive report by Clean Creatives documented that the fossil fuel industry engaged in a record number of advertising and public relations partnerships during 2026. Researchers identified 1,321 active contracts between fossil fuel companies and advertising agencies globally, surpassing any previous year on record.
The analysis covered 386 fossil fuel firms across 73 countries working with 802 advertising and PR agencies. According to lead researcher Nayantara Dutta, who oversaw a nine-month investigation involving a team of four researchers, the partnerships demonstrated remarkable resilience despite widespread agency claims of environmental responsibility. The researchers compiled their findings by examining lobbying databases, creative portfolios, and professional networking platforms.
Omnicom emerged as the advertising firm with the most fossil fuel industry contracts, holding 118 agreements, followed by WPP with 88 contracts and Publicis with 34. Notably, Publicis maintained these fossil fuel relationships while being recognized by Time magazine as one of the year’s most sustainable companies.
The advertising campaigns employed distinct regional strategies. In North America, Europe, and the United Kingdom, messaging frequently emphasized nationalism and the connection between fossil fuel industries and national economic prosperity. In contrast, companies operating in the global south tended to focus on cultural values, family traditions, and community integration. Oil companies presented themselves as essential to cultural wellbeing and economic security rather than addressing climate or environmental implications of their operations.
A representative from the Advertising Association stated that fossil fuel advertising comprises a minimal percentage of total UK advertising spending and affirmed that such campaigns face strict regulatory oversight through the Advertising Standards Authority and relevant advertising codes, which require transparency and prohibit misleading environmental claims.
