Fossil fuel advertising contracts at all-time high in 2026

Research organization Clean Creatives conducted an extensive analysis of the advertising industry’s relationship with fossil fuel companies, identifying record-breaking engagement between the two sectors. The study documented 1,321 active contracts between fossil fuel firms and advertising agencies during 2026, representing the highest number the organization has observed. The research encompassed 386 fossil fuel companies across 73 countries working with 802 advertising and PR agencies.

Lead researcher Nayantara Dutta noted that the expansion of these relationships occurred as geopolitical tensions and supply disruptions drove significant profit increases for oil and gas companies. She observed that advertising agencies increasingly acknowledged climate risks in their corporate disclosures, yet maintained substantial business relationships with the fossil fuel sector. Three major advertising holding companies—Omnicom, WPP, and Publicis—held the largest number of fossil fuel contracts, with Omnicom accounting for 118 agreements.

The research team analyzed marketing messaging across regions and identified distinct strategic approaches. In developed markets including the United States, United Kingdom, and Europe, campaigns emphasized economic nationalism and framed fossil fuels as essential to national prosperity and progress. By contrast, campaigns in developing regions frequently connected fossil fuel companies to cultural values, family life, and community wellbeing rather than engaging with geopolitical developments.

Examples included Equinor’s focus on energy security, Chevron’s United States anniversary campaign, and the Abu Dhabi National Oil Company’s Ramadan messaging. Dutta stated that advertising agencies portrayed their fossil fuel clients as indispensable to contemporary living standards and economic stability, emphasizing themes of energy security and employment alongside cultural integration.

The Advertising Association stated that fossil fuel advertising represents a small portion of total UK advertising spending and remains subject to strict regulatory standards enforced by the Advertising Standards Authority and relevant advertising codes.
