The Conference of the Parties to the UN Convention on Biological Diversity will convene between 19 and 30 October in Yerevan, Armenia, bringing together 196 countries to finalize legal texts governing biodiversity protection decisions. The summit represents a critical midway checkpoint for assessing progress on the Kunming-Montreal Global Biodiversity Framework, which was adopted at an earlier session. According to the CBD’s recent findings, nations are not currently aligned with 22 of the framework’s 23 established targets.
Beyond the main COP negotiations, delegates will also address matters related to two supplemental protocols. The Cartagena Protocol, with 173 participating nations, addresses biosafety concerns, while the Nagoya Protocol, involving 141 parties, governs access and benefit-sharing arrangements for genetic resources. These protocols operate under separate governance structures called meetings of the parties, or MOPs.
Two primary topics are expected to dominate discussions during the fortnight. The global review agenda item will evaluate advancement toward the biodiversity framework and propose strategies for accelerating implementation efforts. The second major focus concerns financial mechanisms and resource mobilization, where divisions between developed and developing nations have previously hindered progress. Nations with significant biodiversity in the Global South are advocating for increased international conservation funding, while disagreements persist regarding the governance structure and location of financial administration mechanisms.
A predecessor summit in Cali, Colombia, in October 2024 was suspended due to failure to reach consensus on financial mobilization. At a resumed session in Rome in early 2025, countries established a roadmap intended to facilitate the creation of a permanent financial mechanism under CBD governance, though fundamental tensions regarding international climate finance architecture remain unresolved heading into the Yerevan negotiations.
