The Internal Revenue Service has started sending notices to taxpayers who may qualify for the Saver’s Match program, a new federal retirement savings benefit authorized by 2022 legislation. The initiative will provide matching contributions to eligible retirement savers beginning with the 2027 tax year, with maximum annual matches of $1,000 for single filers and $2,000 for joint filers.
The Saver’s Match replaces the existing saver’s credit, which will remain available through the 2026 tax year before being phased out. A key distinction between the programs is that the Saver’s Match is structured as a direct government contribution rather than a nonrefundable tax credit, addressing a significant limitation of its predecessor. The prior credit could only reduce tax liability to zero rather than generate refunds, meaning lower-income households with minimal tax obligations received minimal benefit.
Eligibility for the Saver’s Match extends to workers saving through employer-sponsored plans such as 401(k)s or individual retirement accounts. Single filers with modified adjusted gross income up to $20,500 and joint filers earning up to $41,000 qualify for a government match equal to 50 percent of retirement contributions, capped at $2,000. Additional requirements include being at least 18 years old, not being claimed as a dependent, and making qualifying retirement contributions.
Implementation challenges remain under consideration. Treasury and IRS officials are exploring mechanisms to address situations where Roth IRA contributions count toward eligibility but cannot directly receive the match, as most state-run auto-IRA programs utilize Roth accounts. A public notice issued on Aug. 7 invites input through Oct. 5 on potential solutions, including establishing a conduit traditional IRA structure. Additionally, retirement plan providers and IRA custodians are not required to accept Saver’s Match deposits directly, with recent industry polling indicating limited initial acceptance among workplace plans.
Workers will claim the Saver’s Match using a new Form 8880-A when filing their 2027 tax return. A new website, TrumpIRA.gov, is expected to launch on Jan. 1 to help eligible workers compare and enroll in IRAs and access the federal match.
