The Internal Revenue Service has begun sending notices to taxpayers who may qualify for the Saver’s Match, a new retirement savings benefit program authorized by 2022 Secure 2.0 legislation. The agency distributed CP321J notices to individuals who claimed the saver’s credit on their 2025 tax return or whose income fell within the eligibility range. Starting with the 2027 tax year, the program will provide matching contributions to retirement savers, with benefits reaching up to $1,000 for single filers and $2,000 for joint filers.
The Saver’s Match will function differently from the saver’s credit it replaces, which remains available through the 2026 tax year. Unlike the nonrefundable saver’s credit, which can only reduce tax liability to zero, the new program is expected to provide more accessible benefits to lower- and moderate-income savers. Eligible taxpayers can claim the match using a new Form 8880-A when filing their 2027 tax return in 2028. The program applies whether workers save through employer-sponsored plans or individual retirement accounts.
To qualify, single filers must have modified adjusted gross income up to $20,500 and joint filers up to $41,000, with reduced matches available at higher income levels up to $35,499 and $70,999 respectively. Applicants must be at least 18 years old, not claimed as dependents, and generally be U.S. residents for tax purposes. The government match equals 50% of qualifying retirement contributions up to $2,000.
Implementation details remain under development. Treasury and the IRS are considering mechanisms to address complications, such as allowing Roth IRA savers to receive matches through conduit traditional IRAs that could transfer funds via taxable conversion. Public input on these proposals is being accepted through October 5. Additionally, retirement plan providers and IRA custodians are not required to accept federal match deposits directly, which could limit accessibility. A recent survey found that of plan sponsors polled, only three said they would accept the matches, though 45 indicated they were considering participation.
A dedicated website called TrumpIRA.gov is expected to launch on January 1 to help eligible workers compare and enroll in IRAs and access the Saver’s Match when distributed.
