Restaurants sceptical over 'garlic and gherkins' Budget move

The government’s recent Budget included a measure to eliminate import tariffs on more than 100 food products, with Treasury officials estimating the change would reduce household food expenses by approximately £21 per year. The products affected include garlic, gherkins, and plant-based milk alternatives.

However, representatives from multiple hospitality businesses expressed skepticism about the effectiveness of the measure. Morgan Austin, operations manager at Burgerism, a burger chain with locations in the North West, acknowledged the benefit regarding gherkins but noted that more substantial support would be preferable. She highlighted that her business faced significant financial pressures from earlier policy decisions, including wage and employer contribution increases that cost the company around £150,000 annually.

Other food service operators provided similar assessments. Hassan Zahid, who operates Fuego 1987, a street food establishment in Manchester, characterized the tariff changes as having minimal practical significance. He indicated that reductions affecting raw ingredients used in bulk quantities, such as meat and poultry, would have provided more meaningful relief than adjustments to garlic prices.

Gavin Williams, co-owner of Mattina coffee shop in the Greater Manchester area, questioned whether the tariff removal would benefit his operation at all. He explained that his business sources plant-based milk products from domestic suppliers located within the United Kingdom, which are not subject to the import tariffs being eliminated. Williams suggested that value-added tax reductions would constitute more effective support for independent hospitality establishments facing multiple cost pressures from wages, national insurance contributions, pensions, business rates, and energy expenses.
