South Korea’s government stated it will take legal action if investigations determine that fuel shipments from its ports to Russia violated domestic law, responding to reporting that documented the trade activity. The foreign and trade ministries and customs service said they are reviewing additional information regarding loading cases and will act accordingly if violations are found.
Analysis of port records and ship-tracking data revealed that during July and August, approximately 176,000 tonnes of fuel, predominantly diesel, was loaded at multiple South Korean ports onto seven tankers that subsequently made 14 voyages to Russia’s far eastern region. Three of the tankers were subject to UK and EU sanctions, with one vessel receiving roughly 26,000 tonnes through a ship-to-ship transfer conducted at an anchorage near the southern port of Yeosu. An energy research analyst noted that such trade undermines international sanctions efforts and contradicts South Korea’s stated position regarding Ukraine.
Seoul’s official response clarified that refined petroleum products are not included under South Korea’s existing export controls on Russia, which primarily target industrial machinery, electronics and vehicles. The government stated that the loading of refined petroleum at its ports does not constitute a violation of South Korean law. Officials also noted that whether fuel of South Korean origin was actually exported has not been confirmed, and that no diesel, aviation fuel or motor petrol had been formally exported to Russia through official customs clearance processes. Port records do not publicly display ownership or sale information regarding the fuel.
The government indicated it would examine the actual routes taken by the tankers, any deviations from declared destinations and the reasons for such divergences before determining whether legal violations occurred. Three sanctioned tankers reported destinations of Japan or Singapore to South Korean authorities before proceeding to Vladivostok. Meanwhile, diplomatic tensions between South Korea and Ukraine escalated over the matter, with Seoul recalling its ambassador to Kyiv, citing disagreements that have accumulated since the disclosure of North Korean prisoners of war transfers to South Korea.
