Huang Xia, serving as the UN special envoy for the Great Lakes Region, addressed the council on Tuesday to discuss recent diplomatic developments. He acknowledged that peace initiatives led by the United States and Qatar have made measurable strides. Despite these efforts, however, he noted that the security environment and humanitarian conditions in eastern DR Congo have deteriorated rather than improved in recent weeks.
The region has experienced repeated clashes among various actors, including the Rwanda-backed M23 group and forces from the Congolese government. These conflicts have prompted sustained intervention from the international community. Huang emphasized the critical nature of the current moment, characterizing the present alignment of diplomatic activities as a limited opening that requires immediate action from all involved parties.
Previous diplomatic agreements include a ceasefire commitment signed by the Congolese government and M23 in Doha in July 2025, as well as a peace accord between the DRC and Rwanda finalized in Washington, DC in December. Despite these formal agreements, armed confrontations have persisted on the ground. Additional talks convened in August in Switzerland brought together representatives from the United States, Qatar, and the African Union to address the situation.
Looking forward, the UN plans to convene a meeting in Lusaka, Zambia on October 18, bringing together defence ministers from Burundi, the DRC, Uganda, Rwanda, and Tanzania. Huang called on all parties to move beyond stated commitments and demonstrate concrete progress through actionable measures.
