Africa Launches $5 Billion Energy Bank as Western Lenders Retreat

Africa is establishing the Africa Energy Bank, a new $5 billion financial institution created jointly by the African Export-Import Bank (Afreximbank) and the African Petroleum Producers’ Organisation (APPO). The initiative aims to finance energy projects across the continent at a time when traditional Western lenders are withdrawing investment.

The continent faces mounting energy pressures as its population is projected to double by 2050, with one in four people globally expected to be in sub-Saharan Africa by midcentury. Currently, approximately 600 million Africans lack electricity access. The region’s energy demand is expected to increase threefold over the next decade as economies develop and populations grow. According to the Independent Petroleum Producers Group, Africa requires $200 billion in annual energy investment to meet these needs.

Investment flows have declined significantly, with oil and gas funding dropping from $68 billion in 2016 to approximately $37 billion in 2025. Additionally, promised climate finance from wealthy nations—$100 billion annually to support decarbonization efforts—has largely failed to materialize. Africa possesses 60 percent of the world’s best solar power potential but has installed just 1 percent of global solar capacity.

Africa confronts a complex energy challenge requiring simultaneously reliable, affordable, and sustainable power generation. The continent must balance immediate energy needs with global climate commitments, though local leaders remain divided on prioritizing renewable energy development over fossil fuel projects. While the $5 billion fund represents a meaningful step toward African-led financing, experts note it falls substantially short of the hundreds of billions required to match projected demand growth and prevent deepening energy poverty.
