
The Lampard Inquiry, which is investigating the deaths of more than 2,000 mental health patients in Essex over a 24-year period, heard testimony regarding the effectiveness of Oxevision, a monitoring system widely used in mental health wards. Two experts from the University of Oxford presented findings from their review of 45 studies that had been used to support the introduction of Oxevision across the NHS. The academics identified limitations in several studies, noting that some involved employees of Oxevision or were not sufficiently comprehensive. They concluded that the reviewed studies “do not provide strong independent evidence of improved patient safety, acceptability or cost effectiveness.” The experts stated that further independent, randomised, and adequately controlled research would be necessary before stronger conclusions could be drawn about the technology’s impact.
LIO Health, which operates Oxevision, has asserted that the technology plays an important role in supporting safer inpatient care and cited specific impact figures. The company noted that in one trust, the system assisted staff in responding to 1,453 safety incidents over a four-year period. However, representatives of bereaved families and advocacy groups contended that the lack of robust independent evidence raises concerns about the technology’s deployment.
The Stop Oxevision campaign group expressed concerns not only about this particular technology but also about broader regulatory gaps that permit systems to be widely implemented without strong evidence bases. The inquiry will reconvene in October, when Baroness Lampard, the inquiry chair, is expected to consider interim recommendations. Hearings are scheduled to continue until late 2027, with a final report anticipated in 2028.
