
Highland Council has prepared draft guidance designed to minimize light pollution across the region. The initiative aims to support communities interested in establishing dark sky sites, which are areas with minimal or no artificial light pollution. In addition to improving stargazing conditions, officials indicated that reducing outdoor lighting produces environmental and economic benefits.
The proposed guidance would require developers undertaking major projects in or adjacent to dark sky sites to complete a lighting assessment demonstrating the necessity of exterior illumination. Officials stated that the guidance would promote best practices focused on limiting exterior lighting to essential safety and security purposes only. The document suggests practical measures such as strategic tree planting and fencing as methods to reduce light glare from outdoor fixtures.
According to council reports, implementing such policies would yield multiple benefits. These include reduced carbon emissions and lower energy consumption costs, as well as enhanced environmental protection for humans and wildlife affected by light pollution. Tourism economy advantages were also cited, noting the value of preserving visitors’ ability to enjoy the night sky.
Councillors are scheduled to review and approve the draft guidance next week. Following approval, the document will be subject to public consultation before a final version is produced. The completed guidance is expected to be incorporated into Highland Council’s proposed Highland Local Development Plan, which is due to be released next year and will identify areas designated for housing and other developments.
Highland Council previously noted that the region’s expansive, sparsely populated areas contain some of Europe’s darkest skies. In 2024, the Isle of Rum, located within the Highland Council area, received designation as Scotland’s first International Dark Sky Sanctuary from DarkSky International.
